Angola : Angola's next 5-year development plan focuses on stability, growth: official

Angolan Vice President Manuel Vicente said the national development plan for 2013-2017 would focus on "stability, growth and employment"with the main goal of fighting against hunger and poverty and raising the living standards of Angolans, the official news agency Angop reported on Monday.

The vice president made the remarks in a key-note speech in the southern Namibe city on Sunday to mark the 37th anniversary of Angola's independence Porgugal's colonial rule.

Manuel Vicente said the state's budget for the year 2013 will pay special attention to the sectors of health, education, higher education, housing and social assistance as instructed by President Rose Eduardo dos Santos, and the government had defined rules and mechanisms to ensure greater transparency and strictness to assess the efficiency and quality of the expenditures related to these sectors.

Another priority, he said, will be the sector of energy and waters, since it has great impact on the daily lives of citizens, and despite the efforts and improvements that had been made, there was still a significant deficit in the capacity of electricity supply, mainly in some inland regions.

He announced that a wide programme of structural projects is being implemented at short and medium terms in the fields of production, transport and distribution of electricity.

The vice president emphasised that the programs proposed by the ruling MPLA party that won the 2012 elections will be implemented for the benefit of the whole society.

"We are in condition to preserve the achievements of the past and envisage the many things still left to be done to consolidate the democracy and rule of law", he said, "Our objective, as leaders elected by the people, is to provide better dignity of life to the most vulnerable populations, guaranteeing social progress and development".
